EMGS Approval Requirement for International Students in ODL

Programmes at UNIRAZAK

All international students applying to Open and Distance Learning (ODL) programmes at Universiti Tun Abdul Razak (UNIRAZAK) are required to obtain the EMGS Approval to Study, in accordance with guidelines set by the Malaysian Ministry of Higher Education and Education Malaysia Global Services (EMGS).

This approval is mandatory for international students who will be pursuing their studies fully online, whether from abroad or while residing in Malaysia with a valid long-term pass as all ODL programmes at UNIRAZAK are conducted entirely online with no on-campus attendance required.

The EMGS Approval ensures that students are officially recognised by the Higher Education Authority and enables the issuance of an official Letter of Approval, which is necessary for programme enrolment.

Students can initiate the application for EMGS Approval to Study after receiving their official offer letter from UNIRAZAK. 📌 Important Visa Guidelines:


Pre - Arrival:
• Once you receive your Offer Letter from UNIRAZAK, do not enter Malaysia until your electronic Visa Approval Letter (eVAL) is approved.
• You must apply for a student pass via the university's Office of International Student Affairs (OIA).
• The OIA team will submit your application to Education Malaysia Global Services (EMGS) for electronic Visa Approval Letter (eVAL) processing.

📄 electronic Visa Approval Letter (eVAL) Processing Time:
The process typically takes 4 to 6 weeks, depending on your country of origin and how promptly all required documents are submitted.

📥 After VAL Approval:
• A digital copy of your electronic Visa Approval Letter (eVAL) & EMGS Approval Letter can be downloaded once issued.
• The electronic Visa Approval Letter (eVAL) is valid for 6 months from the date of issuance.
You must enter Malaysia within this period.
Important: There is no extension for expired electronic Visa Approval Letter (eVAL). If you do not enter Malaysia within 6 months, you must reapply for a new electronic Visa Approval Letter (eVAL).


🌍 Single Entry Visa (SEV) Requirements:
If you're from a country that requires a Single-Entry Visa (SEV):
• You must obtain the SEV before entering Malaysia.


• 🛃 You can apply via two options:
◦ Nearest Malaysian Embassy or Consulate — Bring your original e-VAL and other required documents.
◦ Apply online for an eVISA at Malaysia’s official immigration portal:

Once your Visa Approval Letter (VAL) has been successfully issued, it serves as the official authorization for your entry into Malaysia as an international student.

Arrange your accommodation in advance. If you require assistance, please contact the Office of International Students Affairs.

Arrival Procedure at KLIA Malaysia for International Students

Upon your arrival at KLIA Malaysia, please proceed to the International Arrival Hall Immigration Counter.
If you are eligible for Visa on Arrival (VOA), please proceed to the VOA counter first
(only applicable for certain nationalities).
Once you have obtained the VOA, or if you already have the Single-Entry Visa (SEV), proceed to Immigration Checkout Counters (Counter 56–59) for immigration clearance.
Please ensure you bring along the following documents:
• Passport
• Visa Approval Letter (VAL)
Visa on Arrival (VOA)
Single Entry Visa (SEV) (if applicable)
• Any other relevant supporting documents
At the immigration counter, complete the thumbprint verification and inform the officer: “Report at Immigration Office EMGS.”

You will receive your passport stamped with a 30-day Special Pass marked “Report to Immigration EMGS.”
After completing immigration, proceed to collect your luggage (if applicable) and head directly to your accommodation.

Don't Leave Without a Special Pass!
Before leaving the immigration counter, always ensure a Special Pass is stamped on your passport.

 

If you are unsure or need assistance at any point, you may approach the EMGS INTERNATIONAL STUDENT ARRIVAL CENTRE (ISAC) for support.

 

 

Airport Pick-Up & Arrival Arrangement

Please inform us of your flight details as soon as your booking is confirmed. Students are advised to arrive at either Kuala Lumpur International Airport (KLIA) or KLIA2 during UNIRAZAK office hours, which are from 8:30 AM to 5:30 PM, Monday to Friday. Arriving within this timeframe will help facilitate airport pick-up by UNIRAZAK personnel (if applicable) and ensure a smooth hostel check-in process. To avoid disruptions, please do not schedule your arrival on Malaysian public holidays.

Security Bond This fee is required to be paid to the Immigration Department of Malaysia and is refundable when students complete their studies and depart for their home country.

PERSONAL BOND REQUIREMENTS

• Original passport and A copy
• Offer Letter from UNIRAZAK
• Visa Approval Letter
• Flight Ticket
• Amount payable to UNIRAZAK (Telegraphic Transfer, Cheque, Credit Cards)
• Passport-sized photograph (white background)
• Original and photocopies of academic transcripts & certificates
• Completion certificate from the previous institution and its copy


Note: For a more efficient entry, please make copies of your relevant documents (for example: Passport, Acceptance Letter, Approval Letter, Original Academic Qualification transcripts, receipts)..

Post Arrival Medical Check-up

All new international students are required to undergo a medical screening at an EMGS-approved panel clinic in Malaysia within 7 working days of their arrival. We encourage you to complete this as soon as possible to avoid any delays in the student pass endorsement process.

Please be aware that EMGS will not initiate the student pass endorsement or issue the supporting letter for sticker endorsement if the medical screening is not completed. The cost of the check-up has already been included in your visa application fee. You only need to bring your passport and inform the clinic that it is for the EMGS Medical Check-Up.   • Please read the instruction carefully before filling the form.
  • Please fill the form in English Language.
  • Please write in capital letters.
  • This form has 4 sections: 
  • Section 1 (Part A & Part B) to be filled by the applicant; and
  • Section 2, 3 & 4 to be filled by the examining doctor
  • Please complete all the tests required in this form.
  • The University/College only accepts medical Examination done within 60 days before registration or within 30 days after registration.
  • Please attach all original laboratory results.
  • Please bring along the chest x-ray film and report for registration.
  • Please make sure the chest x-ray film is labelled with your name and date taken(in English)
  • Chest x-ray must be done within 6 months prior to registration can be accepted.
  • The University/College reserves the right to request for a repeat of full medical check-up or specific laboratory tests should there be any doubt in the medical report submitted. All costs involved shall be borne by the candidates.
  • The University/College reserves the right to reject any application:
  • Based on the results of the health examination; or
  • Should there be any evidence that the applicant has given false information in the health examination report or any supporting documents.

English Proficiency Requirements (International Students)

All international students are required to meet the English proficiency requirements before enrolling in their chosen programme. The required proficiency level may vary depending on the specific programme of study. For detailed information, please refer to the English Competency Score guidelines (insert the link for App B- UNIRAZAK English Competencies Table (2023)).
However, if you have completed your previous degree in an English-medium institution, you may be exempted from this requirement, subject to verification and approval.
