Synopsis

This course provides an overview of basic financial management functions, such as cash management, debt management, and government accounting, and developments in the area of public budgeting and finance. It deals with public revenue and expenditure policies, financial management, and politics of the budgetary process. This course gives students a solid grounding in fundamental theories, concepts and practices of budgeting, financial management, and tax analysis, and exposes them to current issues and challenges in this field. Students use real world examples to analyze various approaches to public budgeting and revenue planning, evaluate and problem solve fiscal activities in governmental units, and gain "hands-on" budget preparation and presentation experience. The budget process, budget preparation, cost analysis, and budget reform are covered in detail.

Learning Outcomes

  • Critically evaluate the role of financial control in managing and governing public sector bodies.
  • Explain the processes and relevance of how local public sector bodies are financed and how their finances are controlled and reported.
  • Evaluate and interpret accounting and financial management information.
