Synopsis

The reform of the public sector has become a priority of Governments. The delivery of public services continues to experience change. Initiative including the privatisation of services, contracting out and private public partnerships are altering the boundaries between private and public provision. While a number of services are funded through the public sector government is longer seen as being the major provider of services. In this changing context the concern of this module is to provide students with the opportunity to understand, analyse and evaluate public sector policy making. At a global level the World Trade organisation (WTO) rules and regulations including the Treaty related to Property Rights (TRIPS) and General Agreement on Trade and Services (GATS) are becoming the context that imposes new constraints on the political autonomy of governments. Policies on privatisation and liberalisation of public services are increasingly located in the global context.

Learning Outcomes

  • Describe competing models of policy making models.
  • Analyse the relationships between case studies in policy making and the relationships between models and the policy process.
  • Discuss the concept of political choice and the meaning of autonomy and constraint in policy analysis.
  • Relate changing global context and choices for policy making.
