Synopsis

This course examines the interaction between the federal, state, and local levels of government and their interaction. It contains decentralization, deconcentration, devolution, privatization, local government system, and separation of powers and the three tiers of government, namely the federal, state and local governments. Special attention is given to the constitutional and fiscal relationships between these levels of government. It also provides students with a basic understanding of the sources and uses of revenues that are available to local governments to support public programmes, services and projects. The course also focus on the politics of budgetary process and understanding the fundamentals of the framework that federal and states must work within as they strive to sustain their core services. It explores the determinants of state and local economic development and local governments' fiscal behavior, and develops criteria for selecting among policy alternatives. The emphasis is on the implementation and management aspects.

Learning Outcomes

  • explicate the theory and practice of Federal, state and local public finance.
  • understand Federal, state and local spending decisions.
  • analyze state and local revenue sources (including property, income, sales, and business taxes, as well as nontax revenues), and the role of intergovernmental grants.
  • evaluate how decisions are made regarding the level and mix of goods/services provided by the state and local public sector.
